On a purely hypothetical basis, of course, or let’s say if you were to referee or play in a well designed and realistic type of game, like let’s say this one:

Set in today’s world with pedovores in control of all finances and trying, or succeeding, to impose all sorts of restrictions, taxes, controls, digital cash, location by satellite and digital devices, listening in to every single digital conversation you have as well as the ones you have within the range of audio of any digitally enabled device, including your car, your television, your fridge, and so on… and let’s say this type of global reach government was basically trying to enslave you, tax you to death, inject your children with experimental genetic seems, use them as sex toys, and so on and so forth.
You therefore (as the Player Characters you are) need to overcome these obstacles, overturn the evil overlord-pedophiles in your local area, organise yourselves to be able to do so and so on and so forth.
This being a roleplaying game (RPG) after all, and given that the mass media in this setting is all bought and paid for by the pedovores, the alternative media is all being observed and recorded and shadow and outright banned, and any hint of effective rebellion is squashed, and any such leader is jailed, or “accidented” or “suicided”, what then, can you, as heroic PCs instead of weak, compliant, scared, beaten, and mostly useless Non-Player-Characters (NPCs) do about it?
Clearly exposing the evil-doers to the masses is pointless. The masses are mostly brainwashed, overfed with brain-addling sugars and processed “foods”. Kept docile by low-frequency EM waves. Brainwashed by the entertainment/propaganda machine that is switched on close to 24/7 in their homes, and kept intentionally on the edge of starvation if they work all the hours they can, while being oppressed by taxes, ill health, worse food, and of course, being readily medicated with pharmaceutical products designed to keep them chronically dependant and ill.
Almost all financial wealth is not achievable beyond a limited amount because the levers of power are designed such that only a veneer of “democracy” is presented to appease the masses, but any genuine innovation, invention that would liberate people from reliance on government (very cheap or free energy, healthy foods, alternatives to pharmaceutical poisoning under the guise of “healthcare” and so on) is crushed, repressed, or disappeared. Therefore, the only real option left is rebellion.
Of course, depending on your game, the rebellion could be administrative, local, based in taking various power-blocks or production of tools or other necessities that guarantee a financial income that is essentially decoupled from the entire FIAT monetary scam that the world runs on.
Or it could be violent and armed.
Or a mixture of both. Taking power over in various institutions while assassinating or otherwise removing servants of the pedovores and their obstacles from the way forward.
In any such game, the priority will be in being able to organise your co-conspirators, rebels, and perpetrators of regime change.
And this would require a total abandoning of all digital products. it would require the meeting of the rebels in person, face to face, using routes, meeting spots and communication that is entirely analogue throughout. No travelling to anywhere with aGPS locator. No use of mobile phones or email or any other form of communication. Even the use of walkie talkies would be unreliable, since one could not be sure that the radios do not somehow transmit the data in other formats too. Unless someone in the rebel movement actually built their own radios that could be confirmed to be free of involvement or spying from the system, even the use of radios would be dangerous.
In any case, the actual radio signal could be intercepted and even if in code, interpreted, so all communication would have to revert to in-person, or dead drop. 1
And of course, even a dead drop could be discovered by the enemy.
Human Intelligence (HumInt) and totally analogous communication would be the way to organise, discover things, and move in this new dystopian world.
Of course, the first step would be to discover other like-minded rebels and begin to form such organisations from the root level.
Decentralisation would be pivotal so that is a small groups of rebels is discovered or even destroyed they would likely be incapable of providing information on other cells even under torture, because they simply would not be aware of the other groups other than perhaps through one or two members of their own group.
Such cells may be infiltrated by “feds” (general government/pedovore agents of various degrees and levels of influence, power and wealth) and so a healthy level of paranoia would be required too.
All in all then, since if you are reading this you are likely planning to play and referee such a game, it is something you may want to think about and get some views and ideas from your friends you want to play the RPG with so that your analogous solutions are viable and realistic, in order to make the whole RPG experience more satisfying to all involved.
I hope this post has given you the necessary impetus to start designing your RPG session/s in such a way that everyone has fun learning about paper maps, moving around without GPS, modern phones and so on.
Some inspiration can be had by learning about espionage techniques from the Cold War in the 1950s through to the 1980s or so.
